DepCor conducting internal affairs investigation into escape

22-year-old Quentin Topich, who has been behind bars since April on charges of criminal sexual conduct and aggravated assault, now faces an additional charge of escape. Topich escaped from the Guam Memorial Hospital. DepCor Director J.B. Palacios says the detainee was taken to the hospital after he complained of stomach cramps and chest pains earlier today. 
 
The director adds Topich escaped when the doctor walked out. SWAT agents and GPD officers conducted a search of the nearby area and located the detainee 45 minutes later in Perezville. Palacios confirms an internal affairs investigation was launched into the escape to determine whether there was officer negligence.
 
DepCor officials also told KUAM News they found nothing wrong with Topich after he first indicated he needed medical attention.

Toddler stable after Tumon near-drowning incident

A one-year-old boy is in stable condition after he was pulled from the waters off Fujita Beach in Tumon.  Guam Fire Department spokesperson Captain Joe Flores says dispatchers received a call at around 11am this morning. Units from Tamuning and Engine 1 arrived on the scene and transported the child who was conscious and responsive to the Guam Memorial Hospital.

Nursing supervisor Cely Mangrobang says they're continuing to monitor his condition.

Underwater World features cameo by Uncle Sam

Another fun event today took place in Tumon at Underwater World. The event featured a special appearance by Uncle Sam in the main tank of the aquarium in honor of the 4th of July. The appearance was followed by the surface shark feed, which provided residents a great show for this holiday.

Adacao Elementary School's campus just about done

Adacao Elementary School is scheduled to open its doors in August.  From the looks of it, the campus is just about done. The walls are fully painted, the parking lot is ready and the sign is up for the school. The collateral equipment is already on island and is being stored for now.  GPSS superintendent Dr. Nerissa Bretania-Shafer says they're just waiting to receive the keys from the contractor.

As for the logistics, she expects them to be ready once those keys are turned over, saying, "We have identified all the faculty members and support staff. We have the principal and assistant principal and so we're just awaiting for the keys to be turned over to GPSS.

Former principal of Chief Brodie Memorial School Evangeline Chang will be the principal of the new elementary school. Several students are expected to be relocated from Juan M. Guerrero to Adacao, while some others will be transferred from Price Elementary to Adacao. Over 200 students will move from Finegayan to Juan M. Guerrero.

Airport firefighters waiting on grievance committee

Airport Aircraft Rescue Firefighters are waiting for the airport to assemble a grievance committee.  AARF personnel continue to fight the elimination of their overtime hours every pay period.  As we reported 29 airport firefighters have filed a formal grievance with the airport as they received a nearly 25% pay cut as a result of austerity measures implemented recently. 

The firefighters' attorney, Jackie Taitano Terlaje, says they are waiting on executive manager Carlos Salas to appoint members to the committee that will make a determination on the AARF personnel's grievance.
